BIOGRAPHY
Scott Davis is an economist with more than 17 years of experience designing and implementing research and evaluation projects for a variety of clients, including the U.S. Department of Labor, the U.S. Department of Education, state and local workforce agencies, community colleges, and private sector organizations. He has expertise in evaluation design and quantitative methods, with experience developing and successfully implementing rigorous evaluation designs tailored to the operational contexts of workforce and education programs, including experimental studies, quasi-experimental studies, and implementation studies.
During his career, Davis has led and contributed to more than 25 studies on workforce and education topics including reemployment programs, unemployment insurance, career and technical education, occupational training, apprenticeship, veterans programs, worker protection programs, self-employment, and more. His recent work includes leading the National Evaluation of Career and Technical Education under Perkins V, leading an assessment of the potential for an impact evaluation of a program aimed to help military service members during their transitions into the civilian labor force, overseeing data collection for experimental evaluations in two states both designed to test the effectiveness of state reemployment programs, and leading the evaluation of a text messaging intervention intended to increase engagement in a youth workforce program.
